
WHAT IS MEDICAL CLINIC ACCREDITATION PROGRAMME?
The MSQH Medical Clinic Accreditation Programme is a voluntary, independent programme supported and administered by health care professionals; organised under the auspices of the Malaysian Society for Quality in Health (MSQH).
This programme provides an effective means whereby Medical Clinic can assess their level of performance against applicable national standards; the Medical Clinic Accreditation Standards. This acts as a benchmark against which Medical Clinics can regularly assess their organisational performance with continuous improvement




Accreditation
a self-assessment and external peer review process used by healthcare organisations to accurately assess their level of performance in relation to established standards and to implement ways to continuously improve the healthcare system.
MEDICAL CLINIC ACCREDITATION STANDARDS
The term Medical Clinics for the purpose of these standards refer to all ‘free standing’ outpatient clinic services managed by medical practitioner and cover both private and public sector clinics including specialist clinics. The term ‘services’ include consultations, investigations, treatments and referrals.
The Medical Clinic Standards were developed with collaboration between the various professional organisations representing the medical clinics, Ministry of Health (Medical Development Division and Family Health Development Division) and MSQH.
These standards were developed based on the ISQua Accreditation Federation Council principles and philosophy on standards development. The purpose of these standards was to ensure safe medical practice, patient safety and quality service in primary care as well as in the specialist clinics.
The standards are organised under five (5) main areas of concern:
Organisation & Management
Human Resource Development and Management
Policies and Procedures
Facilities and Equipment
Safety and Performance Improvement Activities

Medical Clinic Accreditation

The MSQH may accredit any healthcare facility or service as defined by the Private Healthcare Facilities and Services Act 1998, which defines healthcare facility as any premises in which one or more member of the public receive healthcare services. Similar healthcare services in the public sector are also eligible to be surveyed and accredited.
- Be a member of MSQH
- Be a Medical Clinic operating in Malaysia, either in the public or private sector;
- Be a provider of services for which the MSQH have applicable Medical Clinic Accreditation Standards;
- Have a current and valid "license" as required by the Ministry of Health, or any other relevant health care regulating body;
- Have been in full operations for a minimum of twelve (12) months prior to the survey date;
Survey Application
Medical Clinics applying for a first accreditation survey must undergo a special accreditation training conducted by MSQH trainers.
Fill in online your "Survey Application Form". It must reach MSQH at least six (6) months before the expected date of survey. Applications for survey remain valid for 12 months from the date of application unless significant changes affect the facility.
Successful applicant will then be guided through the steps for training & education, organisational development, self assessment and will be informed regarding associated costs.

Accreditation Status Medical Clinic Accreditation Survey
Four Year Accreditation
- A four-year Accreditation is awarded to those Medical Clinics, which in the opinion of MSQH, substantially comply with the MSQH Medical Clinic Standards. It should be noted that the Medical Clinic must achieve substantial compliance in all Core Standards to achieve four-year Accreditation.
Delayed Accreditation
- A Delayed Accreditation is awarded to those Medical Clinics which have met the requirements of most of the standards. A Medical Clinic awarded a Delayed Accreditation is offered the opportunity to submit a compliance report within the next six (6) months. In the compliance report, the Medical Clinic should show evidence of action being taken on the recommendations which were recorded by the surveyors at the initial survey, and should achieve substantial compliance to MSQH Medical Clinic Standards in order to qualify for the four-year accreditation.
Non-Accreditation
- Accreditation cannot be awarded to a Medical Clinic in which the surveyors have observed and reported that a significant number of standards are not complied with.
