Training Registration, Cancellation and Refund Policy
This Training Registration, Cancellation and Refund Policy applies to all training programmes, workshops, seminars, webinars and other educational programmes organised or provided by the Malaysian Society for Quality in Health (MSQH).
By registering for an MSQH programme, the participant or organisation acknowledges that they have read, understood and agreed to the terms and conditions set out below.
- Training Registration
All registrations are subject to programme availability and confirmation by MSQH.
A registration will be considered confirmed upon:
- Submission of the required registration details; and
- Receipt of full payment or confirmation of an approved payment arrangement by MSQH.
Registration fees may differ between MSQH Members and Non-Members, where applicable. The applicable fee will be clearly stated in the respective programme information or registration form.
MSQH reserves the right to reject or decline a registration where the programme has reached its maximum capacity or where other reasonable circumstances apply.
- Training Fees and Payment
All applicable training fees shall be stated in the respective programme announcement, registration form, quotation or invoice.
Where applicable, Service Tax (SST) or other applicable taxes will be charged in accordance with prevailing Malaysian laws and regulations.
Payment may be made through the payment method specified by MSQH, including online payment, bank transfer, payment gateway or other approved methods.
Participants or organisations are responsible for ensuring that payment is made within the specified payment period.
Where payment is made by an organisation, the organisation remains responsible for ensuring that the applicable payment is settled in accordance with the agreed terms.
- Cancellation by Participant
Cancellation requests must be submitted to MSQH in writing.
Unless otherwise stated in the specific programme terms and conditions, cancellation and refund requests will be considered based on the following:

The applicable cancellation terms may vary depending on the nature of the programme and will be stated in the relevant programme information where applicable.
- Replacement of Participant
If a registered participant is unable to attend, the organisation may request to replace the participant with another individual.
Requests for participant replacement must be submitted to MSQH before the commencement of the programme and are subject to approval.
The replacement participant must meet any applicable programme requirements.
Where the replacement involves a change in membership status or applicable training fee, any additional fee shall be payable before the programme commences.
- Transfer to Another Programme
Subject to availability and approval by MSQH, a participant may request to transfer their registration to another MSQH programme.
Transfer requests must be submitted before the original programme date.
Any difference in training fees shall be payable by the participant or organisation.
Transfer requests are subject to the terms and conditions applicable to the relevant programme.
- No-Show
A participant who fails to attend a programme without prior notification will be considered a No-Show.
No refund will be provided for No-Show participants.
Where applicable, MSQH may allow a replacement participant to attend, subject to prior approval.
- Webinar and Online Training
For online programmes, participants are responsible for ensuring that they have:
- A suitable device;
- A stable internet connection;
- The required software or application;
- A valid email address; and
- Any other technical requirements specified by MSQH.
MSQH shall not be responsible for a participant’s inability to attend an online programme due to personal technical issues, internet connectivity problems, incompatible devices or other circumstances beyond MSQH’s reasonable control.
The applicable cancellation and refund terms remain in effect for online programmes.
- Cancellation or Postponement by MSQH
MSQH reserves the right to cancel, postpone, reschedule or modify a programme due to circumstances including, but not limited to:
- Insufficient number of participants;
- Trainer, facilitator or speaker availability;
- Venue or facility availability;
- Technical or operational issues;
- Government directives or restrictions;
- Force majeure; or
- Other circumstances beyond the reasonable control of MSQH.
Where a programme is cancelled or postponed by MSQH, registered participants will be notified as soon as reasonably practicable.
Depending on the circumstances, MSQH may offer participants:
- Transfer to the rescheduled programme;
- Transfer to another suitable MSQH programme; or
- A refund of the applicable training fee paid.
Any refund provided under this section will be subject to the applicable payment and administrative processing procedures.
- Refund Processing
Approved refunds will generally be processed using the original payment method.
Refunds will normally be processed within 10–15 business days after approval of the refund request.
The actual time taken for the refund to be reflected in the participant’s bank or payment account may vary depending on the relevant bank, payment gateway, card issuer or financial institution.
Any applicable payment gateway, transaction, administrative or processing charges may be deducted from the refundable amount, where applicable.
- SST and Tax
Where applicable, SST or other statutory taxes included in the training fee will be handled in accordance with the prevailing requirements of the relevant Malaysian authorities.
The refund treatment of any applicable tax component will be subject to the applicable laws, regulations and requirements.
- Training Materials, Meals and Other Programme Benefits
Where applicable, the training fee may include:
- Training materials;
- Course notes;
- Meals or refreshments;
- Certificate of attendance/completion;
- Access to online learning platforms;
- Digital resources; or
- Other programme-related benefits.
Any costs already incurred by MSQH for items or services specifically prepared or provided for the participant may not be refundable.
- Certificate of Attendance / Completion
Participants who fulfil the attendance and participation requirements specified for the programme may receive a certificate of attendance or completion.
For online programmes, additional requirements such as attendance verification, participation or completion of required activities may apply.
MSQH reserves the right to withhold a certificate where the participant does not fulfil the applicable programme requirements.
- Force Majeure
MSQH shall not be liable for any failure or delay in providing a programme resulting from circumstances beyond its reasonable control, including but not limited to natural disasters, epidemic or pandemic events, government actions, transportation disruptions, technical failures, power outages, industrial disputes or other force majeure events.
MSQH will make reasonable efforts to notify affected participants and provide an appropriate alternative arrangement where practicable.
- Special Circumstances
MSQH may consider cancellation, transfer or refund requests arising from exceptional circumstances on a case-by-case basis.
Supporting documentation may be requested where appropriate.
Approval of any exception shall be at the discretion of MSQH and does not create an obligation to approve similar requests in future cases.
- Policy Amendments
MSQH reserves the right to amend, update or revise this policy from time to time.
Any amendments may be published on the MSQH website or communicated through the appropriate MSQH communication channels.
The latest version of this policy shall apply to registrations made after the effective date of the revised policy.
